SALISBURY — A Salisbury woman charged in connection with a “fish arcade” business that authorities said was operating as an illegal video-based gambling establishment has turned herself in.

The Rowan County Sheriff’s Office charged Deaizha Keshira Phillips, 21, of the 300 block of Kelly Drive, with misdemeanor gambling, operating a video game machine and operating/possessing a slot machine.

Phillips turned herself in Tuesday and was issued a written promise to appear in court.

On March 18, detectives raided the Lucky Duck Cafe, 3402 South Main St., and seized computers, transaction records and other items. The manager and cashier were at the business during the raid, along with several customers who were actively gambling, according to the sheriff’s office.

Phillips was determined to be a cashier at the now-closed business. The manager, Justin Jonathan Robinson, 30, of Statesville, was charged Monday with operating/possessing a slot machine and operating a video gaming machine. Robinson surrendered and was released under a written promise to appear in court.
