Preview: Salisbury City Council to receive update on West End improvement project

SALISBURY — Salisbury Police Chief Patrick “P.J.” Smith will be providing an update on the Byrne Criminal Justice Initiative Program that is focused on improvements to the West End neighborhood at the upcoming Salisbury City Council meeting. The project’s grant coordinator, Chanel Nestor, resigned from her position after a series of incidents that reportedly occurred outside council chambers during the April 16 meeting.

The meeting will be on Tuesday, May 7, at the city hall building at 6 p.m. Here are the other agenda items that will be discussed:

  • The city council will be recognizing members of the Salisbury Youth Council for their service project using an $800 mini grant received from the State Youth Council. 
  • Salisbury Mayor Karen Alexander will be making the following observances: Peace Officers Memorial Day for May 15, 2024; Drinking Water Week for May 5-11, 2024; National Police Week for May 12-18, 2024; National Prevention Week for May 12-18, 2024; National Skilled Nursing Care Week for May 12-18, 2024; National Public Works Week for May 19-25, 2024; Asian Pacific American Heritage Month for May 2024; Better Hearing and Speech Month for May 2024; Bike Month for May 2024; Exercise is Medicine Month for May 2024; Jewish Heritage Month for May 2024; Mental Health Awareness Month for May 2024; and Motorcycle Safety and Awareness Month for May 2024. 
  • The city council will be receiving public comment. Anyone who wishes to speak by Zoom must sign up before 5 p.m. by contacting Connie Snyder at csnyd@salisburync.gov. Anyone who wishes to speak in person can sign up in council chambers. Residents who are unable to speak during the meeting may submit written comments to the email above and they will be shared with the city council.
  • Downtown Development Director Sada Troutman will be leading a presentation to the council asking them to consider authorizing City Manager Jim Greene to renew a one-year lease agreement with New Sarum Brewing Company to allow New Sarum to use a portion of the parking lot adjacent to their property from Friday evening through Sunday.
  • Downtown Development Director Sada Troutman, Planning and Neighborhoods Director Hannah Jacobson, and Administrative Services Director Kelly Baker will be leading a presentation to the council asking them to consider amending the city of Salisbury Investment Grant Program to adjust the incentive percentage for qualifying projects. 
  • Code Services Manager Michael Cotilla will be leading a presentation to the council to ask them to consider adopting an ordinance to demolish a structure located at 230 West Henderson Street and a structure located at 2010 South Jake Alexander Boulevard per the minimum housing ordinance.
  • Transportation Director Wendy Brindle will be leading a presentation to the council asking them to consider adopting a resolution authorizing staff to request the Cabarrus-Rowan Metropolitan Planning Organization reallocate the congestion mitigation air quality funding for the Jake Alexander Boulevard sidewalk to the sidewalk on Brenner Avenue from Statesville Boulevard to Horah Street and intersection improvements at Brenner and Link Avenues.
  • Transportation Director Wendy Brindle will be leading a presentation to the council asking them to consider adopting a resolution of support to petition the North Carolina Department of Transportation to add Airport Loop Road, within the city of Salisbury’s corporate limits, to the Division of Highway’s secondary road system for maintenance.
