SALISBURY — A man turning himself in to authorities to serve time for probation faces a new charge after detention center officers found four white pills in his sock, authorities said.
Howard Austin Phillips, 59, was charged with possession of a controlled substance on the property of a penal institution, and is under a $2,000 secured bond in the Rowan County Jail.
Phillips is currently on probation for a 2009 DWI conviction.
