Man charged in Concord kidnapping

A man has been charged in the Sept. 14 kidnapping of a woman in Concord.
Investigators charged Doug Allen Webb on Monday with first-degree kidnapping, sexual battery and assault with a deadly weapon.
Webb, 32, of 421 Parallel Drive, Harrisburg, was placed in the Cabarrus County Jail on a $5,000 bond.
The kidnapping occurred on Wilshire Avenue, where Webb took Santa Romero Ramirez by knifepoint and dragged her to his car.
On that day, Concord Police officers responded to a report that a woman had jumped out of a moving car on U.S. 601 near Sunderland Road in Concord.
A motorist behind Webb’s vehicle stopped to help Ramirez and called 911.
