Letter: Why must Medicaid expansion be in budget?

I understand that the state budget was vetoed due to not having Medicaid expansion included.
I am curious to know why Gov. Roy Cooper will not allow any Medicaid expansion plans to go through committee, but instead insisted on it being a budget line item? Shouldn’t all major program increases be handled by and through committee?
