Letter: Why is utility’s minimum charge added to bill?

Why is the minimum charge for water added to the metered water charge?

My water bill shows $4.15 as a minimum charge, which would indicate that if I were gone for the month and used absolutely no water, I would be charged $4.15. If I did use water, I would be charged for the metered amount, which this month was $14.56.

The minimum charge was added to the metered charge for $18.71. The minimum charge for sewer was $4.45, but the minimum charge was added to the metered charge of $19.38 for a total of $23.83.

Accordingly, I paid $8.60 too much this month, and this has been happening since I have been paying for water and sewer to Salisbury-Rowan Utilities.
