Rowan County Elections Director Nancy Evans says identification may be required to vote for people who provide no ID with their mail-in voting applications. Voters who are already registered in Rowan County but who are seeking to update their name, address or other information may submit forms by fax at 704-216-8145 or email at rowan.boe@ncsbe.gov. No new voter registration forms or party changes may be faxed or emailed. A story on Page 3A Thursday was unclear on these points.
