SALISBURY — For voters who don’t intend to register in person during the early-voting period, registration will close Friday.

Completed registration forms must be postmarked or hand-delivered to the Rowan County Board of Elections Office no later than Friday. The office is at 1935 Jake Alexander Blvd. W., Suite D-10.

Forms may be downloaded from the Board of Elections website at https://www.rowancountync.gov/191/Elections. They are also available at local libraries, high schools and other social services offices such as the Division of Motor Vehicles, Employment Security Commission, Vocational Rehabilitation and more.

Elections assistant Karen Reynolds said the forms may be hand-delivered by anyone regardless of relation to the voter, provided they have a signature and the appropriate information.

Information includes full name, residential addresses, birthdate and a valid identification number such as a driver’s license number, DMV-issued identification card number, or the last four digits of a Social Security number.

If no identification number is provided, applications must include a copy of a current and valid photo ID or a current utility bill, bank statement, government check, paycheck or other government document that bears the voter’s name and address.

Elections director Nancy Evans said that identification may be required during voting for voters who provide no identification with their applications.

Voters who are already registered in Rowan County but who are seeking to update their name or address may submit forms by fax at 704-216-8145 or email at rowan.boe@ncsbe.gov. No new voter registration forms or party changes may be faxed or emailed.

Same-day, in-person registration will be available during early voting, held Oct. 17 to Nov. 3.

There are three early-voting locations in Rowan County: the Board of Elections Office, Rockwell American Legion building and South Branch of Rowan Public Library in China Grove.

The sites will be open from 7 a.m. to 7 p.m. Monday through Friday and 8 a.m. to 1 p.m. Saturday, Nov. 3.

According to the state Board of Elections, Rowan County has 95,459 registered voters.

Of these, 29 percent are Democrats, 40 percent are Republicans and 30 percent are unaffiliated. The remaining 1 percent is split among the Green Party, Constitution Party and Libertarian Party.

Rowan’s voters are 77 percent white, 18 percent black, and 5 percent other race. Some 46 percent are men, 52 percent women and 2 percent undeclared.
