Salisbury man shocked with Taser, charged with crack cocaine possession

SALISBURY — A Salisbury man was shocked with a Taser after he scuffled with police officers trying to arrest him during a traffic stop Wednesday.

The Salisbury Police Department charged Andra Lavar Black, 35, of the 2100 block of Airport Road, Apartment B, with felony possession with intent to manufacture, sell and deliver cocaine; misdemeanor assault on a government official; and misdemeanor resisting, delaying or obstructing an officer.

Officials said he had two outstanding warrants for felony possession with intent to manufacture, sell and deliver heroin and misdemeanor possession of drug paraphernalia.

An officer attempted to serve an arrest warrant that stemmed from a previous investigation of heroin and drug paraphernalia charges. The officer saw Black sitting in the passenger seat of a vehicle in the 1700 block of Second Street. The officer asked him to stay inside the car and to keep his hands visible.

Black tried to hide something under his left leg, a report said, and he kept trying to get out of the car. The officer grabbed Black, and the two scuffled.

The officer saw Black toss something into a nearby bush. A second officer arrived to assist. Black continued to resist and was shocked with a Taser, said Police Capt. Shelia Lingle.

Police officers checked the bush and found 0.6 grams of crack cocaine. They seized $80 in cash, a used syringe and a crack pipe.

Black remains in the Rowan County Detention Center under an $80,000 secured bond.
