Commissioners reschedule meeting to Thursday, during retreat

When the Rowan County Board of Commissioners meets this week, its members will consider a relatively light agenda on a different day than usual.

The Commissioners’ meeting was rescheduled to Thursday at 3 p.m., which coincides with a scheduled retreat. Commissioners will have a retreat Thursday and Friday at the South Rowan Regional Library in China Grove. The retreat will be from 8 a.m. to 2 p.m. on Thursday and last until 4 p.m. on Friday.

No agenda has been released for the retreat. However, planning and goal setting are the topics.

When the retreat ends on Thursday, commissioners will head back to Salisbury for their monthly meeting. A majority of the agenda items are on the consent agenda.

Items on the commissioners’ consent agenda include:

• A temporary amount of county funding for the domestic violence and sexual assault prosecutor

In a letter to commissioners, county manager Aaron Church writes that $15,000 would be transfered to help bridge a gap in current grant funds. Church’s letter says the violence and sexual assault prosecutor position will likely end in April because of a lack of funding.

Church writes in the letter that former district attorney William Kenerly took similar steps in 2006.

• Approving a final construction agreement for a feline wing of the animal shelter

Listed on the contract are includes Rowan County government, Winston-Salem philanthropist Christine Morykwas and JT Sipe Building Company.

As a part of the construction contract, the county would receive a new feline wing of the animal shelter for free. Morykwas, in the contract, would agree to pay the cost of constructing the addition. Previously, commissioners also waived any kinds of fees that would normally come with a similar building project.

The commissioners’ agenda states the approval is needed “to ratify the Board’s action to add the contract to the January 26, 2015 special meeting.”

• Terminate a lease for Super Nails at the West End Plaza

In a letter to commissioners, county manager Aaron Church says Super Nails has seen a loss of business at its location. As a result, the owner Diep Phan asked Church to terminate the lease early. If approved, the termination would be effective Feb. 28, 2015. The original lease was scheduled to expire Sept. 1, 2015.

• Authorizing the Department of Social Services to apply for the Robertson Foundation Grant for the One Church One Child program.

The program purchases and provides items for free to children and teenagers who are active clients of the Rowan County DSS Children’s Services Division.

The total grant amount requested is $23,596.91 and the total cost of the program would be over $36,000

• Adopting a resolution for the 2015 Hazard Mitigation Plan

The items on the commissioner’s regular agenda include:

• Setting a date for a joint retreat with the Rowan-Salisbury Schools Board of Education

A proposed date for the joint retreat is April 29, 2015 at the Catawba College Environment Center.

• A change order for a Gildan access road

 

During a special-called meeting last week, the board of commissioners approved a contract with Blue Ridge Environmental Consultants to oversee construction of an access road for Gildan. In a letter to commissioners, economic development director Robert Van Geons states the road was redesigned “to meet the desires of Granite Quarry and new permitting was required in order to allow for an eventual transfer of the road to their municipal system.”

Because of the redesign and other factor, Van Geons is requesting a change order that would require Blue Ridge Environmental Consultants to: finalize additional construction plans when needed, prepare bid specifications, administer projects put out to bid and inspect and projects put out to bid.

• Selecting a firm to provide engineering services to replace the Rowan County Courthouse boiler system

The county asks for requests for qualifications and received four responses from various firms.

A staff recommendation asks commissioners to approve staff to negotiate a contract with Falcon Engineering Inc.
