Rowan County dropped of an auction for the Salisbury Mall on Wednesday as bidding climbed to $4.33 million, past county commissioners’ self-imposed bid ceiling. But on Friday, county officials learned the winning bidder hadn’t finalized the deal and the mall owner may be willing to negotiate directly with the county, which might use the mall for some departments.

Gildan Activewear, which is already doing a $43 million renovation on a yarn-spinning plant that will employe 200 people, is considering the county for a second plant that would bring 184 more jobs to Rowan and mean $127 million more in capital investment. The company is asking the county for incentives, including free land.
