Details of proposed Salisbury annexation

Here are some details behind Salisbury’s proposal to annex the mostly residential area along N.C. 150:
– It would take in an estimated 1,699 people.
– Salisbury City Council will have its official vote on annexation April 21.
– If approved and barring a court challenge, the annexation would become effective June 30.
– Residential subdivisions included in the area are Woodbridge Run, Westmont, Summerfield, Glen Heather, Windmill Ridge, Hidden Hut, Homestead Hills and Neel Estates.
– The area, which also includes a portion of the Rowan County Airport, takes in 2,075 acres.
– The city of Salisbury now covers 21.48 square miles. The proposed annexation area would add 3.24 square miles.
– The annexation area includes 948 parcels. It has 732 single-family detached residences, 21 mobile homes and three duplexes.
– Initial, one-time costs to the city for annexing the area would be $570,632.
– The cost of extending major water and sewer lines would be an additional $4.4 million.
– Estimated annual revenues and expenses during the first five years would be about $1.1 million each.
– For the first five years, the city would contract with Locke Fire Department to provide coverage in the area at a cost of $45,331 annually.
– Salisbury Police would add four additional officers; the Salisbury Fire Department, five firefighters; the Street Division, two equipment operators; and the Development Services Division, an extra code enforcement officer.
– The city’s Solid Waste Division would contract with private sanitation firms for the first two years to provide garbage collection in the annexation area. Annual cost to the city, $136,620.
– The annexation area includes 20.15 miles of streets and highway, of which the city would take over 16.65 miles. Mooresville Road (N.C. 150) and Neel Road would continue to be state-maintained.
