Rezoning issue highlights Kannapolis City Council’s agenda tonight

KANNAPOLIS ó A rezoning before the City Council this evening could hike the price of land targeted for a new Cabarrus Health Alliance building adjacent to the N.C. Research Campus.
Michael Kennedy is asking the City Council to rezone .37 acres from residential village to center city.
The property is located on the southeast corner of the intersection of South Juniper and West D streets. Kennedy has asked for a straight rezoning.
The Kennedy property at 313 Juniper St. is part of a block the Health Alliance is taking through eminent domain. A change from residential zoning would increase the value.
The Kannapolis Planning & Zoning Commission recommended the rezoning, indicating a desire to increase the overall value of the property.
Fred Pilkington, health director, appealed the board’s decision, asking the council to maintain the current zoning until a comprehensive plan has been determined for this block.
The city staff is recommending it be denied, citing the potential negative effect the rezoning could have on adjacent properties.
Several other items on the agenda include:
– An update on the city’s medical insurance program from Tina Cline, human resources director. In a memo to the council, Cline noted the city is in a good position to consider a self-insured insurance program.
– Hearing an update on marketing initiatives, including the new Web site from Karen Whichard, communications director.
– Considering approval of changes in the city’s Unified Development Ordinance dealing with temporary use and itinerant merchants. The changes are recommended in response to complaints from business owners and residents.
The council will also consider changing the hours of operation for itinerant merchant licenses. Under the proposed change, a license and a temporary use permit is required before any merchant can sell or display food, beverage or other goods.
– Consider a revision of a development agreement with Fisher Lake Farms, a project on the south side of Lane Street.
– The council will also hold a closed session to consult with its attorney.
The City Council meets at 6 tonight in the Kannapolis Train Station at 210 S. Main St.
