Preview: County commissioners to consider supporting grant application to renovate A.L. Brown High School

SALISBURY — The Rowan County Board of Commissioners will consider endorsing a grant application for Kannapolis City Schools during their upcoming board meeting on Monday. The grant would provide the system funding for renovations to A.L Brown High School.
A.L. Brown and KCS staff created a master plan that outlines the priorities for renovations to the school, according to a letter from Superintendent Kevin Garay to the commissioners. The primary work the school hopes to perform is improvements to the main building and gym, which are between 60 and 70 years old, and constructing a new building to keep up with projected enrollment growth.
The new building would house a new cafeteria, administrative offices and around 20 classrooms, according to the letter.
The local match requirement for the Needs-Based Public School Capital Fund is based on the revenue from property taxes in the county. Rowan’s expected match would be 15 percent.
The letter states that Cabarrus County would be willing to partner with Rowan on meeting the local match requirement. As 75 percent of students at the school are Cabarrus residents, the letter says the county would be willing to pay 75 percent of the local funding.
The meeting is scheduled for 3 p.m. on Monday and will be held at the Rowan County Administration building located at 130 W. Innes St. in Salisbury. The other agenda items that will be discussed include:
- The commissioners will hear an update on Vaya Health.
- The county will hold a legislative hearing on the Long Ferry Road Corridor Study. The study analyzed a 2.8 mile corridor beginning at North Salisbury Avenue and ending at Leonard Road. If approved, the study would create an amendment to the East Rowan Land Use Plan with recommendations such as increasing setbacks along major thoroughfares, conducting a traffic impact analysis and right-of-way improvements among others.
- The county will close four public hearings opened during the November 20 meeting. The hearings include requests for a conditional district for a yard waste recycling site in Enochville, a rezoning for Tiger World to allow for expansion, a special-use permit to allow Tiger World to create camping sites on the property and a rezoning to Rural Agricultural from Manufactured Home Park for properties along Bee Lake Drive.
- The commissioners will hear about citizens who applied for membership of local advisory boards and potentially approve their appointments.
