Preview: commissioners to hold hearing on 36-acre laydown yard for pipeline expansion project

SALISBURY — The Rowan County Board of Commissioners will hold a quasi-judicial hearing on a temporary-use permit for a proposed 36.16-acre laydown yard in Southern Rowan County during their upcoming meeting on Tuesday.
The laydown yard would be in use for two years and allow Dominion Energy North Carolina to use the property as a “base of operations,” consisting of construction office trailers, employee parking, material and machinery storage, soil stockpiles and a work area for pipe welding or bending.
The property is located in the 200 block of Ketner Farm Road. Dominion Energy is planning to work on a pipeline expansion project, labeled the M-071 Kannapolis to Concord System Expansion. The expansion will take place from the area of the North Enochville Avenue and West C Street intersection to the south of Concord.
The application notes that if the permit is approved, Dominion Energy would begin the construction in February. Operations at the yard would be held from Monday through Saturday during the time between 6 a.m. and 7 p.m. for two years after the beginning date.
The application notes several criteria that Dominion Energy has already agreed to follow, including flagmen for traffic control on Ketner Farm Road and returning the property to the currently existing conditions once the construction is finished.
The meeting is scheduled for 6 p.m. on Monday and will be held at the Rowan County Administration building located at 130 W. Innes St. in Salisbury. The other agenda items that will be discussed include:
- The commissioners will hold a legislative hearing on a rezoning for a 9.64-acre property located at the intersection of Old Beatty Ford and Old Concord roads. The request is to rezone the property from Rural Agricultural to Commercial, Business, Industrial with a Conditional District to allow for a new fire station and an unspecified-usage economic building. The county planning board recommended denying the request during its November meeting. - The commissioners will hold public hearings for the renaming of three roads. The three were previously unnamed driveways. A driveway in the 300 block of Shore Acres Road would be named Freshwater Lane, a driveway in the 2600 block of Faith Road would be named Overflow Trail and a driveway in the 500 block of Gin Road would be named Twist Lane.
- The commissioners will hold a legislative hearing on the condemnation of a building located at 265 Duke Drive. The building was badly damaged in a fire that killed two people in January of 2023, and county staff report that it has not been brought back up to minimum housing standards in the time since.
- The commissioners will hold a legislative hearing on a nuisance abatement ordinance for a building located at 1540 Stonewood Drive. Neighbors submitted a minimum housing petition in March of 2023 regarding the “blighted condition” of the building and county staff have conducted inspections and issued corrective orders in the time since. The recommendation presented to the commissioners by staff asks the commissioners to acquire either demolition or abatement services and to prepare all related documents necessary to condemn the structure.
- The commissioners will hold a public hearing on a rezoning request for a property in the 8200 block of Statesville Boulevard. The request is for the property to be changed from Commercial, Business, Industrial with a Conditional District to Rural Residential. The property was originally moved to CBI-CD to move Rowan Clearing Partners’ operations to the site, but that did not occur and so the property owners are asking to revert the rezoning to facilitate a sale. The new owner plans to place two homes on the property.
- The commissioners will hold a legislative hearing on a rezoning request for a 4.82-acre property, located at the intersection of Goodman Lake Road and Sunset Pointe Drive, from Commercial, Business, Industrial with a Conditional District to Rural Agricultural. The rezoning would allow the Sunset Pointe on High Rock HOA, the petitioner, to build four residential lots and a common area lot for a boat ramp.
- The commissioners will hold a legislative hearing on a non-residential intensity allocation request for a 4.21-acre property located at 504 Performance Road. The allocation would allow the owner of the property to change the acreage of two separate properties he owns to address a septic failure on one of the properties.
