SALISBURY — Rowan County commissioners will meet Monday and potentially approve an agreement reached regarding which county the Archer Ridge subdivision is in.

Construction company Topaz Development, Inc. filed a lawsuit against Cabarrus and Rowan counties after the company alleged that a 12-year dispute held up the third phase of construction of the subdivision. The lawsuit alleged Cabarrus County wrongfully claimed that part of Phase III was located in Cabarrus County.

The settlement declares that the entire Archer Ridge project is inside Rowan County, deeming the county responsible for all zoning, building permits and regulations for the subdivision.

The disagreement between the counties was whether the third phase of the subdivision was located north of the line that separates Cabarrus and Rowan counties. Additionally, the counties disagreed on whether Lots No. 1 and No. 37 in Phase I and Lots No. 38 and No. 39 in Phase II are located entirely in Rowan County.

County commissioners will meet at 6 p.m. Monday in the Rowan County Administration Building, at 130 West Innes Street.

Other business will include:

• A public hearing to consider establishing a “no wake zone” for Emerald Bay Estates, located in the eastern area of Rowan County. If the board decides to proceed, it will need to determine which parts, if not all, of Panther Creek at High Rock Lake would be in a “no wake zone.” The next step would be to submit an application to the state.
• A public hearing regarding Subdivision Text Amendment 02-19, which concerns road width and turn-around standards for local subdivisions from the North Carolina Fire Code. The board voted to table its decision until after hearing from the North Carolina Department of Transportation. During the county’s planning retreat, DOT said it could maintain wider streets.
• An update regarding Cardinal Innovations Healthcare.
