Fourth Street in Spencer has been the subject of a long-delayed repaving project that’s frustrated residents across the town.
The project originally started as stormwater project and had been expected to wrap up last year, but dates have come and gone without completion.
Design problems are reportedly one cause of long delays. At one point, the town didn’t receive enough bids for construction on a part of the project and had to request more.
