SALISBURY — A Salisbury man was charged with possession of methamphetamine after he was caught speeding downtown.

A Salisbury Police Department officer stopped a Dodge Avenger for speeding in the 1000 block of West Innes Street. The driver had a revoked license, according to a department report.

Police charged Jimmy Mitchell Locklear, 52, of the 200 block of Elliott Drive, with misdemeanor possession of a Schedule IV controlled substance; felony possession of a controlled substance Schedule I; and possession of drug paraphernalia.

When Locklear stepped out of the vehicle, the officer saw a glass smoking device in the driver’s seat.

Locklear gave the officer consent to search the vehicle. The officer found a digital scale with white powder residue on it in a brown paper bag as well as a container under the driver’s seat with a black plastic bag that contained 0.5 grams of a crystal substance believed to be meth.

The officer also found two Tramadol pain pills in the container with the meth.

Locklear remains in the Rowan County Detention Center under a $2,500 secured bond.

Locklear has previous convictions on charges of felony selling a controlled substance; possession of drug paraphernalia; possession of a controlled substance; possession with intent to sell a controlled substance; felony breaking and entering; and a number of driving infractions including driving while impaired.
