Officials said Payne, who was traveling southeast on Julian Road, failed to stop at a red light and collided with an ABC Towing rollback truck that was traveling southwest on Old Concord Road.
The rollback was driven by John Wayne Owens, 47.
The collision occurred at 5:17 a.m.
