Salisbury pair charged with drug possession after vehicle spotted by police

SALISBURY – A Salisbury man and woman were charged with drug possession after a police officer noticed a Honda Accord with no light near the license plate.

The officer stopped the vehicle on Newsome Road about 12:44 a.m. Tuesday.

The driver, Joyce Lynn Allen, 41, who address was given as the streets of Salisbury, was charged with misdemeanor possession of a controlled substance Schedule VI, misdemeanor possession of drug paraphernalia and misdemeanor possession of marijuana paraphernalia.

Police charged Noah Keiford Garrett, 34, also of the streets of Salisbury, with misdemeanor possession of a Schedule VI controlled substance and two counts of misdemeanor possession of drug paraphernalia.

The vehicle had been put in the police database as having been connected to previous drug sales. The officer asked for consent to search the vehicle, which was given.

The officer found a hypodermic needle, a digital scale with marijuana residue on it, a plastic bag with 1 gram of marijuana, a broken smoking pipe and straws.

Both Allen and Garrett were issued a $1,000 secured bond and have since been released from the Rowan County Detention Center.
