Salisbury City Council to consider special use permit for Grievous Gallery

SALISBURY — The Salisbury City Council will consider a permit for Grievous Galley to serve beer and wine at its meeting at 6 p.m. Tuesday at City Council Chambers, 217 S. Main St.

The Salisbury Planning Board approved the permit for applicant Elysia Demers after a lengthy discussion and setting several conditions.

Demers hopes to serve beer and wine at the new location of Grievous Gallery, 111 W. Bank St.

Demers agreed to conditions that include on-site sales and consumption will be limited to 4 to 10 p.m. Tuesday-Saturday and 4 to 9 p.m. Sunday; no alcohol consumption outside; no sales of hard liquor; and having a live music curfew.

Several neighbors of Grievous Gallery expressed concerns about the impact of the gallery selling alcohol for consumption on their property values and the proximity of a preschool at First United Methodist Church, 217 S. Church St.

Council members will hold a public hearing to hear from city staff members and proponents and opponents of the permit request.

If the council approves Demers’ special use permit, she would have to seek approval from the ABC Board.

Also on the City Council agenda Tuesday:

• The council will hear an update on the city’s water billing practices from City Attorney Graham Corriher.

• Mayor Al Heggins will present proclamations for Women’s History Month, Adrenal Cancer Awareness Month, Arbor Day, Fair Housing Month and Week of the Young Child.

• The council will consider appointments to the Fair Housing Committee, Planning Board and Human Relations Council.

• Despite calls from several groups, including the Salisbury-Rowan NAACP, Salisbury Indivisible and Women for Community Justice, for a public hearing on the Confederate statue “Fame,” the issue is not on Tuesday’s agenda.
