I am writing this letter as a concerned and disappointed resident of Spencer. This complaint is for our citizens of Spencer and Salisbury. I have lived here my complete life.

I feel in my heart that Our Heavenly Father freely gives our rainwater to us. And to think — our city board has passed an increased charge for our storm water, water and sewer.

I am an avid walker and have seen the storm water drains stopped up and grass growing from them. I never see the city correcting any of these issues.

I feel it is a disgrace that we have hungry people in our community that our churches could help, people that have needs, instead of our city board doing what it’s doing.
