Man charged with felony assault, kidnapping

SALISBURY — A woman told a counselor at Rowan Helping Ministries that her boyfriend strangled her on Dec. 11 at a home on East Lafayette Street.
The woman said the man held her against her will.
The Salisbury Police Department charged Steven Ray Richmond, 54, whose address is listed as Rowan Helping Ministries, with felony assault by strangulation, felony second-degree kidnapping and misdemeanor interfering with emergency communications.
He was issued no bond because of the domestic nature of the incident.
Richmond was arrested and charged Jan. 12.
