EAST SPENCER — James Cowan hopes that by running for the East Spencer town board he can bring changes to East Spencer. Cowan, 66, a retired Army veteran, is making the leap into politics and is running for mayor.

Cowan, who considers himself a community activist, said he would like to see the Dunbar Center cleaned and redeveloped. The historic 56-year-old former community center burned in December 2014 in an intentionally set fire. He also wants to see Royal Giants Park up and running for the children. The town has been involved in an ongoing park redevelopment project for a few years.

Cowan has a number of other priorities that include address housing, reduce water rates, open government for the citizens. He chose not to elaborate on those priorities.

Cowan was married to the late Cherie Ann Caldwell. His mother is Josephine M. Cowan. Cowan is a member of a local masonic lodge. He is a 1969 graduate of Dunbar High.

Current Mayor Barbara Mallett is running for re-election and newcomer Teon Robinson is also running for mayor. Incumbents Tammy Corpening, Otis Gibson and Phronice Johnson and newcomers Tony Hillian, Douglas Holmes and Jamilla Kennedy are running for the town board.
