City Council to consider Declaration of Interdependence

SALISBURY – The Salisbury City Council will consider the adoption of a resolution to unite the 10 communities of Rowan County.

The council will meet on Tuesday at 217 S. Main St. at 5 p.m.

The council will consider adopting a Declaration of Interdependence. According to the resolution, the declaration is “a unique opportunity to partner with surrounding communities to encourage innovation, economic development and entrepreneurship.”

The resolution states that the declaration will encourage the different communities of the county to unify their core goals and beliefs to spur innovation and economic growth.

The principles the declaration says will promote innovation, economic development and entrepreneurship include telling the truth and building trust and mutual respect, committing to learning from one another and sharing information and focusing on new ideas while cultivating assets and maximizing opportunities.

In other business, the council will:

  • Consider approving the consent agenda, which includes:
    • The adoption of a budget ordinance amendment to the fiscal year 2016-2017 budget to appropriate $6,000 in Justice Operations/Secret Service funds. The Salisbury Police Department received the funds to buy equipment and training for criminal investigations.
    • Approval of a sole-source purchase of $8,758.56 from Segway for the purchase of a Segway x2 SE Patroller. The current Segway has been having mechanical issues and has reached its useful life.
    • Adoption of an ordinance to temporarily close Main Street between Liberty and Bank Streets and the intersection of South Long and East Bank streets for the Dr. Martin Luther King, Jr. Day Parade.
  • Consider a land development ordinance and district map amendment for The Abbey, a wedding venue, to amend its existing conditional district overlay. The amendment would allow religious institutions on the property to operate without hours of operation limitations.
  • Consider a land development district map amendment for properties bound by Grove Street, Holmes Avenue and Highland Avenue to rezone five properties in the area from residential to residential mixed-use and three properties from hospital to residential mixed-use for a future medical office or clinic development.
  • Consider a land development district map amendment to rezone a property at the 1600 block of Standish Street from residential to residential mixed-use. The request is from the owners of the Zion Hills Apartments to construct a new community leasing, laundry and activity center, along with rehabilitating all units.
  • Consider a land development district map amendment to rezone a property in the 1900 block of West Innes Street from corridor mixed-use to institutional campus and remove an existing general development-A overlay. The property owner wants to rezone the property to allow for its permanent use as a housing facility for Catawba College.
  • Consider a land development district map amendment for various tracts along Town Creek at Vance Avenue and Ryan Street by rezoning three properties from corridor mixed-use to open space and three properties from residential to open space.
  • Make appointments to boards and commissions.
  • Hear public comment.
  • Hear comments from the city manager.
  • Go into closed session about an economic development matter.

The mayor will proclaim Jan. 16, 2017, as Dr. Martin Luther King, Jr. Day.
