Hemann named assistant city manager in High Point

Randy Hemann, director of Downtown Salisbury Inc. for 16 years and now Oxford city manager, has been named assistant city manager for the city of High Point.
Greg Demko, High Point’s city manager, announced in an email today that Hemann will begin his duties as assistant city manager for community services on Sept. 3.
Services under Hemann ‘s leadership will include planning and development, community development and housing, parks and recreation, library, theater and core city.
Hemann left Downtown Salisbury in April 2013 to take the Oxford position.
Under Hemann’s tenure, according to Demko, Oxford increased its fund balance from 21 percent to 31 percent, the resolution of a dispute with Kerr Lake Regional Water System partners resulted in a $6.87 million allocation fee for the city, the city planted trees on Main Street, started a downtown master plan, modernized public works equipment and started using GIS systems.
Hemann spent 27 years in the field of downtown development in Salisbury, Kinston and Benson.
Hemann’s achievements in Salisbury included the comprehensive 2001 Downtown Master Plan, which resulted in a vibrant downtown that experienced $51 million in investments and included 40 new living units, streetscape improvements, 240 new parking spaces, an entertainment district, an art and technology district and two new performing arts venues.
The master plan was updated in 2010 with input from more than 150 citizens. Hemann also led the development of an annual Downtown Night Out series, street festivals, concerts and special promotions.
In 2014, Downtown Salisbury named Hemann a 2013 North Carolina Main Street Champion.
