Police find traces of cocaine on window sill of home, owner charged

Police discovered traces of cocaine on a window sill at a home and charged a Salisbury man with felony drug offenses.
Salisbury Police charged Richard Ira Phifer, 46, in the 300 block of North Shaver Street, with felony possession with the intent to manufacture, sell and deliver a schedule II controlled substance, misdemeanor maintaining a dwelling for controlled substances, misdemeanor possession of drug paraphernalia.
Members of the drug unit and the Police Interdiction Team (PIT) served a search warrant at Phifer’s home on Thursday. Officers found crack rocks, digital scales, plastic bags and $1,352. Police found 2 grams of cocaine.
Police Capt. Shelia Lingle said investigators tested the window sill because he allegedly sells cocaine from that window. An officer witnessed a drug transaction take place.
Phifer has since been released from the Rowan County jail under a $10,000 secured bond. Phifer was convicted in 1992 of felony drug possession offenses.
