• Closed an alley in the 400 block of East Liberty Street and the 200 block of North Shaver Street at the request of Rowan Helping Ministries for building expansion.
• Heard a report on the public workshop on repaving Statesville Boulevard. City Councilman Brian Miller said leaders had to convince people that no decision had been made, and their opinions had value.
The top comment at the meeting was to leave the road alone, while the no. 2 comment was to do something different because the road isn’t safe, Miller said. It will be tough to satisfy both, he said.
The city has about six months to come up with a recommendation to the state, which owns the road. Milford Hills United Methodist Church agreed to host a second gathering in the coming weeks to discuss repaving options.

• Set a public hearing for Sept. 18 regarding proposed amendments related to the Housing Advocacy Commission.
• Agreed to sell to the Salisbury Housing Authority a vacant parcel at 0 Forney Street for $1 to help with the development of the West End Transformation Plan, which needed additional space.
• Agreed to pursue a $400,000 Community-Wide Assessment Grant from the Environmental Protection Agency to identify contaminated areas in the city limits.
• Agreed to extend a sanitary sewer line to the new Rowan Animal Clinic at 4155 Statesville Boulevard. The developer will pay the entire project cost, $86,000. The line should attract new sewer customers, city staff said.
• Set a public hearing for Sept. 18 regarding a proposed downtown maintenance code.
• Authorized a special committee to study and recommend text amendments to the Sign Ordinance.
• Executed a Memorandum of Understanding with the Rowan County Health Department to use the Civic Center as a local point of dispensing site.
• Recognized the Police Department 2012 Veteran Officer of the Year, Master Police Officer Wiley Lamm; Young Officer of the Year, Police Officer II Annice Chunn; Civilian Employee of the Year, telecommunications supervisor Diana Gonzalez.
• Recognized the Fire Department 2012 Veteran Firefighter of the Year, Engineer Jeff Miller; and Rookie Firefighter of the Year, Firefighter Andrew Ebersold.
• Authorized issuing retired Police Lt. Alan Armour his sidearm and badge.
• Set a public hearing for Oct. 2 regarding closing Brawley Avenue from Corriher Avenue to Lantz Avenue and the alley behind 304 W. Corriher Ave.
