SALISBURY — A Salisbury man who had sex assault charges against him dismissed earlier this year is in Rowan County jail again.
Josue Espinoza Ramos was taken into custody Tuesday after a 13-year-old girl told authorities the 21-year-old forced her into a bathroom and attempted to sexually assault her in July, according to the Rowan County Sheriff’s Office.
The alleged incident happened between July 10 and 12 when the juvenile was staying with a friend in southern Rowan County, arrest reports said.
One night during the sleepover, the girl told officers she got up to go to the bathroom, but when she tried to leave, Ramos wouldn’t let her, the report said.
Deputies said Ramos then tried to sexually assault the girl, but she was able to escape.
Ramos was charged with felony first-degree kidnapping, felony attempted statutory rape and felony indecent liberties with children.
He remained in jail Wednesday morning under a $250,000 bond.
Ramos spent most of 2010 and 2011 on the Rowan County Sheriff’s Office Most Wanted List on sex assault charges.
He was accused of raping a 14-year-old girl in 2009, but the court dismissed the charges against Ramos, court records said.
He was arrested when a bystander recognized him at a Dollar General on U.S. 29 in December.
He later received a prayer for judgement continued for attempting to provide false information to an officer.
A prayer for judgment means the defendant admits responsibility for an incident and can be treated as guilty, but does not receive a formal judgment.
In the more recent July incident, deputies said the girl’s mother was immediately notified of the incident. When the mother returned home from a trip, she contacted authorities.
Deputies said they were notified Friday.
