Town of Spencer lowers speed limit on Second Street

SPENCER ó The Spencer Board of Aldermen on Tuesday lowered the speed limit on Second Street and changed the hours at the Spencer Public Library.
Police Chief Michael James recently reviewed the speed limit on Second Street and recommended lowering the speed limit. The board lowered the limit from 35 mph to 20 mph for the length of the street due to characteristics of the street and pedestrians.
The board changed library hours to offer more programs. Instead of opening Saturdays, the library will open from 10 a.m. to noon and 2 to 5 p.m. on Wednesdays with a morning storytime and tutoring in the afternoon. Total hours remain the same.
In other Spencer news:
Aldermen postponed action until after the election on recommendations from the U.S. Environmental Protection Agency about how to encourage economic development and modernize the townís codes and growth policies. Newly elected or re-elected aldermen will discuss the topic at their planning retreat this winter.
The town won a grant from the EPA geared toward coming up with zoning tools to make development review more efficient and flexible, promote Main Street and protect neighborhood character.
Aldermen waived the fee for use of Library Park for the Michael Yang Foundation, which will host Voices of Hope in the park from 1 to 4 p.m. Nov. 6.
Planning Board has reviewed adult establishment ordinances from across the state and will hold a courtesy hearing at 7 p.m. Sept. 27 on a proposed amendment to the townís ordinance. The issue came up after a new business started selling pornographic videos.
The board appointed Mayor Jody Everhart to fill the trusteeís slot on the Firefighterís Relief Fund vacated by the death of Tom Gemayel.
