The county tax collector’s position is expected to remain vacant for the foreseeable future.
In the wake of the resignation of Glen Moore, the county has named Tax Assessor Jerry Rowland to serve as supervisor of the tax office.
Moore, who has served as tax collector since 1994, has been on administrative leave since March 12. In a deal struck with the Rowan County Board of Commissioners, he agreed to submit his resignation.
Moore will receive three months’ pay and related benefits. His contract ran through December.
Moore’s attorney and the county have termed the separation as an issue related to management style.
Ken Deal, county director of administration, said two staff members in the tax collector’s office have been given supervisory roles.
Tonya Parnell, a deputy tax collector, and Peggy Brandon, an accounting technician, will report directly to Rowland. Both have worked at least 12 years in the tax office.
“It’s business as usual,” Deal said.
The tax office has nine full-time employees and two part-time employees.
At this point, it’s unclear whether the Board of Commissioners will opt to hire another tax collector or revamp the tax office.
Deal said he plans to talk with the county personnel board about the possibility of consolidating the tax office under one official ó a tax administrator.
Deal noted that many counties across the state combine the assessor and collector in one department.
Deal added that commissioners will likely consult with Gary Page, who is scheduled to become county manager May 12.
