Salisbury City Council has given its go-ahead for Hidden Creek homeowners to proceed in trying to have the private streets in their subdivision accepted for city maintenance.
A council committee of Mark Lewis and Bill Burgin has been meeting with the Hidden Creek’s homeowners association to look at the streets and iron out some issues.
Lewis said the subdivision’s streets would have the required 44-foot-wide right of way, except in four spots. There also were five “sight-triangle encroachments” within the subdivision that will have to be addressed through warning signs or removing shrubs, as examples.
Hidden Creek also has two places with apartment-style parking areas in front of homes. The city would not assume maintenance responsibility for those areas, Lewis said.
The homeowners association will now have to revise its group development site plan and pay a $100 filing fee, starting a six-week process toward various city approvals, ending with the City Council’s formal OK.
The association also will have to obtain the signatures of all property owners as part of recording the public right-of-way dedications.
In other matters involving city streets last week, the council:
– Approved the closing of the 100 and 200 blocks of North Main Street from 5 to 10 p.m. Sept. 5 for the United Way kick-off event.
– Approved an ordinance to allow parking on the east side of Old South Main Street from Klumac Road to a point 360 feet north of Klumac Road. A petition, signed by seven of eight property owners, asked for the parking.
– Adopted an order to close an alley in the 1200 block of Blair Street.
– Accepted the street (Calvin Avenue) and utilities that are part of the Westridge Place Apartments, the construction of which is complete. Calvin Avenue from Julia Drive to the cul-de-sac will remain under warranty of the developer for a year before becoming the city’s responsibility.
