NC city bans aggressive panhandling

HIGH POINT, N.C. (AP) – A North Carolina city says it understands if someone asks for spare change on its streets, but warns panhandlers not to get pushy.
The High Point City Council approved a ban Tuesday on aggressive panhandling after its members said some people were harassing citizens as they sought money.
City Councilman Mike Pugh said the ban isn’t aimed at the homeless who seek help. He said some families have complained that panhandlers blocked them in parking lots until they got a handout.
Police Chief Jim Fealy said the new law is a balance that protects the rights of panhandlers to approach people and ask a question and the rights of the public against harassment.
