Concord postmaster charged with sex offense, kidnapping

According to a press release, the Concord Police Department has charged Keith Allen Fraley, postmaster of the Concord post office, with one count of second-degree sex offense and one count of second-degree kidnapping.
The incident occurred at the post office located on McCachern Boulevard on May 17.
Fraley knew the victim.
Officers of the Concord Police Department and the United States Postal Inspectors Office investigated the case.
