Permitting Main Street nightclub tops City Council agenda

Salisbury City Council will consider permitting a proposed nightclub at 1923 S. Main St. Tuesday.
Leechann McManus seeks a special-use permit from the city for the nightclub, which would be called Staggers.
On Jan. 27, the Planning Board voted favorably for the permit by a unanimous vote, and that recommendation has come to council.
The club would occupy 3,800 square feet in a building next to N-Tune and behind Goodwill’s Career Connections Center.
McManus also will be required to obtain a dance hall permit from the Police Department, besides regular building and zoning permits.
The club will have to have an interior sprinkler system.
Council meets at 4 p.m. Tuesday at City Hall, 217 S. Main St.
In another matter Tuesday, council will consider again a storm drainage incentive grant for property at 621 S. Jackson St.
Staff recommends that the city’s grant be $31,500, or half of the qualifying expenses.
A 1920s house at 612 S. Jackson St. was built on top of a city storm drainage pipe, and now that pipe is deteriorating, putting the house at risk.
Earlier this month, council raised questions about the bids related to the project and tabled the matter until numbers could be provided.
In other agenda items Tuesday, council will:
– Hear information from the Fire Department regarding its receipt of a Federal Emergency Management Agency grant for $241,650.
– Receive a request for the operation of a temporary carnival in the Salisbury Mall parking lot.
– Hear a report on city nuisance conditions at 601 N. Long St. and consider setting a public hearing for March 3.
– Consider placing stop signs on Railroad Street at Henderson Street, near the rail crossing.
– Consider closing a portion of South Main Street from 8-10:30 a.m. March 7 in connection with a memorial service for Vic Isler Sr. and Justin Monroe, the Salisbury firefighters who died in the Salisbury Millwork Co. fire a year earlier.
The memorial service will be held at the Firefighters Memorial, 1600 S. Main St., at 8:45 a.m.
– Consider closing Lake Drive, North Jackson Street, Club House Drive and Annandale Drive from 7:30 a.m.-5 p.m. March 22 for the Out Like a Lion bicycle race.
