County could lift booze ban

The Rowan County Board of Commissioners will revisit the issue of allowing consumption of alcohol on county property at the board’s Monday meeting.
Commissioners will also get its first look at school budget requests for the coming fiscal year.
Dr. Jo Anne Byerly, superintendent of the Kannapolis City Schools and Will Crabtree, director of business operations, will discuss the system’s budget request for the coming fiscal year.
Byerly will also explain how the system uses Rowan tax dollars.
Commissioner Raymond Coltrain is asking commissioners to allow beer and wine to be served at the Rowan Museum, which is county-owned.
Coltrain noted Rowan Museum Inc., the non-profit organization which operates the museum, has lost more than $20,000 in the past two years, since the county banned alcohol.
The organization rents the facility for weddings and other events.
Coltrain is asking commissioners to consider a change in the contract and hold a public hearing May 4 on revising the county’s Alcoholic Beverage Ordinance. The revision would exempt the Museum from the ban on consumption of malt beverages and wine on county-owned property.
In 2007 after complaints about beer sold at the county-owned fairgrounds, commissioners approved the ban on alcohol.
In other matters, the board will:
– Receive the annual child abuse prevention report and consider recommended changes in the Child Abuse Prevention Community Protocol.
– Hear a presentation on the role of agriculture in land use planning from Stephen Woodson, associate general counsel with the N.C. Farm Bureau.
– Consider a request by Commissioner Coltrain to change the county’s grant application process. Currently all proposals for grant applications must be approved by commissioners.
– Recognize and honor the Salisbury High School varsity basketball team for winning the N.C. 2A state championship.
– Consider approving a permit for the Rowan County Relay for Life to exceed noise standards for the May 1-2 event at the Rowan County Fairgrounds.
– Consider budget amendments including allocating increased money to seven fire departments based on collections.
