Also at Tuesday’s meeting, Salisbury Planning Board recommended City Council approve the following:

• Rezoning for Colonial Village Apartments, built in 1972 on D Avenue between Jake Alexander Boulevard and N.C. 150 near South Main Street. Rezoning the property to residential mixed use would bring the 98-unit complex into compliance and allow Raleigh developer Thomas Urquhart to renovate the apartments, including new roofs, landscaping and community building.

Urquhart is competing for tax credit financing through the N.C. Housing Finance Agency.

The project will go before City Council May 7, including a public hearing.

• Special use permit for Lee Street Theatre, 329 N. Lee St., to allow a bar or lounge. Board member Josh Lavis recused himself because of a potential financial transaction that could take place if the theater sells beer and wine.

Theatre board member Bill Greene said the theatre has launched a $1.5 million capital campaign to renovate a 9,000-square-foot warehouse at the corner of North Lee and Kerr streets in the Rail Walk district.

The theatre has been leasing space for five years across the street at Looking Glass Artists Collective, where beer and wine are available for sale during events. The same would hold true in the new space.

“We by no means plan to open a bar,” said Justin Dionne, theatre director.

• Special use permit for J&J Tire and Auto Center at 401 Bringle Ferry Road to allow vehicle services, major repair and body work within an existing building.

Owner Jorge Flores said his business buys cars, fixes them and then sells them. Planning board members approved a requirement that all repair work must be done inside the facility, which Flores said he already does.
