City wins grant for six additional firefighters

SALISBURY — The city has won a grant to help pay for six additional firefighters.

The $440,233 two-year Staffing and Adequate Emergency Response, or SAFER, grant comes from the U.S. Department of Homeland Security. Federal funds would cover the salary and benefits for the positions, which the city would pay for after the grant expires.

City staff recommends City Council appropriate $183,077 in federal funds for fiscal year 2012 during the 4 p.m. meeting Tuesday in City Hall, 217 S. Main St. The budget ordinance would increase the salary line item in the city’s general fund by $150,064 and the health care line item by $33,013.

Also on Tuesday’s agenda:

• The owner of a Little Sumthin’ Sumthin’ will ask City Council to amend a special use permit to allow alcohol sales on the second floor of her downtown boutique.

After approving alcohol sales for the shop’s first floor last month, council members learned Debbie Evans had been operating a nightclub upstairs at 117 W Innes St. The city suspended the permit pending an investigation.

Since then, Evans has obtained a dance hall permit, and the Salisbury Police Department has accepted her security plan, according to Zoning Administrator David Phillips.

Evans is aware of some minor fire code requirements she must complete to assure proper entrance and exit from her business, Phillips said.

City Council will hold a public hearing on her request.

• Human Relations Council, Planning Board and the Zoning Board of Adjustment will present highlights from the past year and goals for next year.

• Council will consider adopting the Local Water Supply Plan.

• Council will consider a $32,800 contract with Martin Starnes & Associates for auditing fiscal year 2012.

• Staff will recommend against four-way stop signs on West Thomas Street between Main Street and Fulton Street.

• Interim City Manager Doug Paris and Assistant City Manager will present the quarterly financial information and update Fibrant’s revenue and subscriber numbers.

• Closed session for a personnel matter.
