City will hold hearings on rezoning requests

Two public hearings are planned related to rezoning at Salisbury City Council's meeting on Tuesday.

The first is for property at 310 Mocksville Ave. Jennifer Woomer has requested the property be rezoned from Residential Mixed Use to Neighborhood Mixed Use. She said at a Planning Board meeting in September she plans to open a yarn shop in the existing building.

At its Sept. 22 meeting, the Planning Board voted 8-0 to recommend rezoning.

The second public hearing is for an amendment to the Land Development Ordinance related to the minimum width an infill lot in a subdivision must be if it is to be developed.

The Planning Board first considered the issue in March and then sent it to a committee. In September, board members voted 8-0 to recommend approval of a special exception to the infill provision of the Land Development Ordinance. The amendment says that if the minimum width is "unattainable," the Planning Board can consider granting an exception to the normal standard.

Council will also consider authorizing the sale of a bond in the amount of $6 million. A memo from John Sofley Jr., management services director, to City Manager David Treme says the bond will be sold to Bank of America.

The bond is to help fund city services to an annexed area on Harrison Road and a sewer line down I-85 between Salisbury and China Grove, which the city and Rowan County are paying for jointly.

Council will also consider:

- awarding a $79,635 contract to MAP Enterprises for a bucket truck.

- awarding contracts of $302,523.51 to Cloninger Ford and $50,046 to Hilbish Motors for city vehicles.

- awarding a $180,691.14 contract to Municipal Emergency Services for 70 sets of turn-out gear for the Salisbury Fire Department.

- amending part of the city code related to water and sewer connections.

- approving an application to Rowan County to rezone city-owned property at Grant Creek Waste Water Treatment Plant and approving a license agreement with Carolina Sand for sand mining.
