County commissioners approved one of Rowan County's largest-ever property tax incentive agreements Monday, but they did so under a revamped incentive plan for Duke Energy's $600 million investment that will put more money in county coffers in the initial years.
And Duke Energy volunteered to ensure that all 500 construction jobs will be filled with documented workers — no illegal immigrants.
Randy Welch, a district executive with Duke Energy, gave county leaders the revamped incentive agreement and the pledge to verify the status of workers during a meeting Monday evening with the Rowan County Board of Commissioners.
At the outset, the county will keep nearly $1 million in taxes annually, nearly four times the $253,000 specified in the initial agreement.
Duke Energy plans a natural-gas-fired combined-cycle plant at its Buck Steam Station. The $600 million investment will be the largest in the county's history.
Under the county's incentive policy, the project qualifies for an 85 percent rebate of county taxes for five years.
To give the county more dollars initially, Duke agreed to reduce the annual rebate to 42 percent and extend the period to 10 years.
Based on the State Utilities Commission assessment of value, officials project Duke will pay $1.7 million annually, with the county rebating more than $710,000, for a total of around $7.2 million. The county will keep $984,000 a year. After the 10-year rebate period, the county would keep all of the taxes.
Commissioners approved the agreement by a vote of 3-2.
Chairman Arnold Chamberlain, Vice Chairman Chad Mitchell and Commissioner Jon Barber voted for the grant with Commissioners Tina Hall and Jim Sides voting against.
Barber praised Duke Energy, citing its philanthropy in the community, and he stressed the need to "send a message that we are business friendly."
Mitchell said the 500 construction jobs, although temporary, will be a great help to county residents. He also cited the need for increased tax dollars with many projects, including a new jail, in the offing.
Sides and Hall questioned various elements of the impact study prepared by the Salisbury-Rowan Economic Development Commission.
Both also stressed that while they support the project and welcome it, they couldn't support incentives.
Hall and Sides noted that when Duke asked for a resolution of support for the project several months ago, they voted for it. And they also supported the company's request for a conditional-use permit to allow construction of the new facility.
"There was never any mention of incentives," said Hall. She said incentives are to attract businesses to locate here. She said no incentive is needed since this is a done deal.
Sides, an opponent of incentives, said Duke is already getting a huge break from the state, which sets its tax value at 50 percent of the real value.
During the public hearing, speakers took issue with the incentives.
Larry Wright, of 170 Heritage Lane, called it corporate welfare. Wright noted that the county is having to give up taxes.
"What are top executives at Duke sacrificing?" he asked.
Ann Brownlee, president of the Trading Ford Historic District Association, briefly cited the historical importance of the site. She said it would be a sin for taxpayers to subsidize the destruction of a historic site.
Clearing on the site is scheduled to begin later this year, with construction starting early next year. Duke is awaiting state action on one remaining permit.
The county's biggest payout of tax rebates went to another power company. Carolina Power and Light (CP&L) announced plans in 2001 for a $400 million facility off N.C. 801.
Although the investment topped out under $400 million, the county rebated $7.8 million of $9.5 million taxes paid between 2003 and 2007 on the facility known as Rowan County Power Generating LLC.

I would agree with your assesment of the 7 million give away. I was shocked that only 4 citizens spoke at the hearing. Three were against the giveaway and one was for it. If this meeting had been at 7 pm perhaps more would have attended and spoke against it. There were more people at this meeting than usual, but the room should have been packed. I also agree with you concerning Commissioner Mitchell. I felt his argument was weak. The people of this county need to get involved and attend the meetings. Many gripe and complain, but few attend and speak out. Even Mitchell said at the budget hearings that those speaking should have been numerous enough to require several meetings to all be heard.

I am no fan of Jim Sides and know little of Tina Hall. In this case, Mr. Sides was well informed and offered intelligent comments, as did Ms. Hall. I believe they did indeed represent the best interest of Rowan Co. Duke had already decided to build the plant. Commission had approved. There was no need at all to allow the incentives which were intended to lure and recruit new industry. I dare say that had the meeting been held when Rowan's working men and women could attend, there would have been an uproar at the senseless corporate welfare doled out to this multi-billion dollar corporate monopoly. The citizens of Rowan Co. were allowed 3 minutes to speak while Barber went on and on AND ON. Duke and the EDC had more than ample time to state their case. Why doesn't the commission devote equal time to its' citizens? Mitchell was not willing to risk 500 jobs going somewhere else. I would say that Mitchell is not up to the task of representing the county, given his fearful nature and the near hysteria of his faulty argument. Voters would do well to elect a more mature individual to fill Mitchell's seat. He needs an early retirement. Mr. Mitchell is terribly naive to think that those 500 jobs will be given to Rowan Co. residents. Duke Energy uses Charlotte Meck Contractors!!! AND, even Duke could not say how many of those temporary jobs would go to Rowan workers. I doubt that any of those 10-20 permanent jobs will be filled by Rowan residents. They will probably be filled by transferring from within Duke! I am ashamed to say I voted for Chad Mitchell. I will not do so again. So think about this Arnold, Jon, and Chad....there is no justification for raising the citizen's taxes when you give away over 7 million to wealthy Duke Energy! It's time to throw you bums out!

Tina Hall voted FOR the expansion of the Duke Energy plant when it was presented some time ago. She knows this expansion will be a big plus for Rowan County. Listen to her comments on Channel 16 on Time Warner, and you will understand why she voted NO on the welfare payment even though she voted for the Duke expansion. She put Rowan County needs, which are many, above the need to give welfare money to Duke Energy. One of her strongest points was this was already a done deal and the 7.2 million dollars was not needed to make it happen. I also believe she was the one that pointed out that this project was quite different than other past project that the Commissioners have deemed worth of corparate welfare. She gave a strong defense of her position, and she is serving the interests of Rowan County quite well. Duke Energy should be ashamed to ask for and actually accept 7.2 million dollars from the county when we have such pressing needs.

To those that have offered criticism of Jim Sides, if you had been at the County Commisssion meeting on Monday, you would have learned from Jim Side's comments that he spent a great deal of time studying this issue. He studied financial data from Duke Energy and he studied the financial benefits that Duke already gets from the state of North Carolina. How would you like to have the tax value of your house halved permannently and thus have your tax on it halved? Duke enjoys such a benefit from the state. Duke made no mention of the welfare that they expected until the commissioners had already gone on record as being in favor of the expansion. Jim Sides voted in favor of the expansion. It was very obvious to those in attendance that Jim Sides had done his homework. It was much less obvious that those commssioners in favor of the welfare grant had done as much homework. Answer a few questions: 1 - Did Duke need the 7.2 million dollars more than the county needs a new jail? 2 - Did Duke need the 7.2 million dollars more than the school system does? 3 - Would Duke have shut down the expansion if the welfare was not granted? 4 - Did Duke need the 7.2 million dollars more than we taxpayers? The answer to the above questions in each case is NO. All of us taxpayers are having to sacrifice to give the 7.2 million dollar gift to Duke for this project. How much are the highly paid Duke excecutives sacrificing? That's right. A big fat ZERO. Did you know that Duke is about to raise your rates and has already made application to do so? Did you know that Duke just gave a multi million gift to a college - not in Rowan County but in Charlotte? (Queens College, I think). Now tell me, why should we give 7.2 million dollars of welfare to Duke? Couldn't some of your citizens hae better used this welfare payment? They only pay 42% of the tax that is due for 10 years. Only about 10 permanent jobs will come out of the expansion. Yes, they will hire up to 500 workers for construction, but could not say how many would be from Rowan County. They also did not say how long 500 workers will be needed. Duke did say they will attempt to have no illegal aliens doing the temporary construction work. If you would listen to the comments that Jim Sides makes at the Commission meetings on a regular basis, and hear the number of assignments he gets from the Chairman, you would realize he is probably the hardest working Commissioner that we have. He takes his responsiblity very seriously. I'm glad he is on our side.
