Ron Wetzler has had enough.

The owner of Olympic Drywall and Texturing in Rowan County says he's losing out on jobs awarded instead to subcontractors who employ illegal immigrants, mostly Mexicans.

It's happening on both commercial and residential construction projects in Rowan County, Wetzler claims.

He doesn't have proof as to which workers are illegal. The way it works, he says, is usually the subcontractor himself is a legal resident, who then pays his crews — most of whom are here illegally — in cash.

Wetzler says the Hispanic workers' wages are low — maybe $50 a day. No one's paying workers' compensation or liability insurance, and the government is seeing nothing in taxes. It all combines to make it hard for companies such as his to compete.

"They're so far under us in cost," Wetzler says.

He recently reported his suspicions about one job site to the Rowan County Sheriff's Office, which told him to take the matter to U.S. Immigration and Customs Enforcement.

While local sheriff's offices, including Rowan, have stepped up their identification and deportation of illegal immigrants who commit crimes, the emphasis has been just that — illegal immigrants who end up arrested and in county jails.

The N.C. Department of Labor has no program in place to which citizens can report their suspicions about illegal immigrants on job sites. Those calls also are referred to the U.S. Immigration and Customs Enforcement's tip line, which for now is about the only recourse Wetzler and others like him have.

The federal tip line number is 1-866-DHS-2ICE.

Nina Pruneda, an ICE public affairs officer in Atlanta, said each complaint is taken seriously, though investigations have to be prioritized, with national security concerns given immediate attention.

If a job site under suspicion involves critical infrastructure such as airports, train stations, courthouses and military installations, "obviously that would send up a flag," Pruneda says.

"Developing sufficient evidence against employers requires complex, white-collar crime investigations that can take years to bear fruit," the ICE says on its Web site. (See the accompanying story on how ICE approaches worksite enforcement.)

In 2005, an estimated 111,630 Hispanics worked in construction in North Carolina — a number approaching half the industry's workforce.

A 2004 study by Dr. James H. Johnson Jr., a University of North Carolina at Chapel Hill professor, said if the Hispanic contributions were withdrawn, the state would lose $10 billion value in construction, $2.7 billion in materials and labor and $145 million in equipment and building rentals.

The value of North Carolina construction work would have been cut by 29 percent, Johnson said.

Mac Butner, executive officer of the Salisbury-Rowan Home Builders Association, says he hears complaints such as Wetzler's 12 to 15 times a year.

"We think the laws of the United States ought to be enforced as far as immigration," Butner says. "If that person is using illegal workers, it needs to be pursued and prosecuted according to the law on the books."

Butner said sometimes complaints about the use of immigrants on job sites are made by businessmen who aren't being competitive in other ways, so they blame "illegals." But the underlying dilemma always is figuring out who is illegal and who isn't, he says, and the home builders organization can't be a policing agency.

Ron Woodard, director of NC Listen, an immigration reform organization based in Cary, said he also hears complaints about the loss of jobs to employers using illegal aliens as workers.

"Construction is probably the worst," he says. "That and landscaping is where we hear about it the most."

Woodard says employers in North Carolina should use the federal E-Verify system to check the legal residency status of their workers. (See accompanying story.)

Contractors who get jobs because they employ illegals are essentially cheating to win that bid, Woodard says. "And quite frankly, it's un-American," he adds. "... We have a lot of Americans suffering due to a system that's out of control."

Tony Asion, executive director of El Pueblo Inc., a non-profit advocacy group dedicated to strengthening the Latino community and promoting cross-cultural understanding, says for every job a Latino person occupies, he creates two others.

If one looks at the growth in undocumented workers in North Carolina and compares it to an unemployment rate that has stayed the same or declined, "are they really taking away jobs?" Asion asks.

Mai Thi Nguyen, an assistant UNC-Chapel Hill professor and a GlaxoSmithKline faculty fellow with the Institute of Emerging Issues, said in a May report that illegals migrate to areas with labor shortages, thereby filling jobs that are open and not displacing American workers.

"For example," she said, "in the construction industry illegal immigrants might make it more difficult for high school drop-outs to get a construction job, but their labor in the construction industry also sparks growth in the real estate industry, creating jobs for real estate agents, mortgage brokers, loan officers, insurance agents and real estate lawyers."

Johnny Breedlove, another drywall contractor in Rowan County, says if it hadn't been for Hispanics, the country would not have grown as much as it has. But Breedlove also gave an example of how he had to lower his price to compete with a Charlotte firm he suspected of using illegal immigrants.

Breedlove won the contract, but ended up without a profit because, "you can't take money away from the guys who work for you," he says.

Wetzler, in the drywall business for almost 40 years, said that while he would normally charge $23 a sheet, he now finds himself bidding against a company using illegals that charges $13.75 a board.

So he's dropping his price in times when he should probably be going up because of rising fuel prices. It's affecting all trades — tile, vinyl, brick, roofing and others, Wetzler says, adding "Our jobs are at risk every day."

Wetzler hears routinely from local residents with experience in construction begging for work that's not available. "There's nothing I can do to help them, he says. "I wish I could."

Wetzler promises he will be updating his Web site, www.olympicdrywallco.com on this immigration issue and invites others to voice their opinions by e-mails to takebackrowan@aol.com.

The contractor has met with Rowan County Commissioners Jim Sides and Tina Hall and recommended that the county set up a licensing program. It would require all contractors to show their workers compensation documents on each employee, give proof of their employment through pay stubs and allow building inspectors the right to ask questions and check documents on job sites.

It would levy heavy fines, such as $10,000 per violation, for contractors with undocumented workers. "See how fast our Rowan County workers get back to work," Wetzler says.

The FACT most Pro-illegal workers miss is the word illegal. These people are found working under one name and under another name collecting payments for child welfare, disability and everything else afforded to citizens of the United States with no real questions asked or documentation. Cities across this country have more people unemployed than ever before because nearly all warehouse work go to these people who seem to have a sense of entitement. They are no better worker than a legal resident, they only work cheaper and then complain because of bad treatment. Career politicians are not really addressing this problem because it would hurt their friends or their business interest because of the cheap labor. Living in the United States cost. Rent, utilities, food, gas and clothing are expensive and forget incidentals. Yet wages remain low and everything else rises in cost. Illegals are the benefiters from our economic plight. Legal residents are taxed up the wazoo and our government send billions to foreign nations to help them. What about American citizens? Give us back our jobs. Nearly all big companies have outsourced to foreign nations and bring those goods back and sell here. Thank career politicians who are selling this country to the highest payer.

If you know anything about drywall that is a very fair price if your running a legit business. Im not pouting I just want a level playing field. If ICE would come in here and do what your tax dollars pay them to do I would not have went to the paper. Illegal means Illegal breaking the law its no different than getting behind a wheel of a car after dring too much its ILLEGAL your breaking the law. I posted another comment, but I guess it was not posted. It was rather long, and it responded directly to Mark. Thanks Gringo for at least getting back to me, unlike Mark. As for Mr. Wetzler and his story, honestly it just sounds like he’s pouting. You have no proof of "illegals" working for these contractors. Regardless, I would suggest you take one look at our economy and then back to your prices. In a time when foreclosures are up, gas is $4 dollars a gallon and 30 million Americans are without healthcare, charging that much just might be your problem. The fact that the site had the word "anchor babies" on it let me know everything. How vile and ignorant for anyone to call a child that. The money being sent over to Latin America is for families who rely on that money to live! So the owner of a local business has such a disdain for Hispanics that he interviews for a feature article. He articulates his view that because other contractors hire Hispanic, most of them are probably illegal, although he has no proof. Then he wonders why he can't get the feds to investigate (DUH!!!). He then asks local government to bloat by taking on that racial profiling burden. But to top it all off, he announces that his company is among the most expensive to hire for the type of service they provide! Will he blame Hispanics when no one bothers to seek bids from his company? What general contractor would want to risk that Wetzler or his employees may see a swarthy person on the job and call the feds, anyway? It's very possible that what the marketplace doesn't correct, this unwise interview might have just taken care of. And no government program can fix that, unless Wetzler would like to avail himself of the local community college's Spanish classes, and seek legal Hispanic workers.

don't look know but the quality of your next home is going down the tubes, I've worked the construction industry for 32 years, 16 of it in N. calif. I know a thing or two of the mexican labor and not only are they under cutting prices but the quailty of work is not there either. they can under cut our prices because there not playing on equal terms, many are not paying tax and insurance, so america...you get what you pay for....

The word is bilingual, not bilinqual! This is perfect example of needing a better education to secure your job. Some of these comments are right on track, polls have proven that most Americans can't even pass the citizenship test, much less spell! So you tell me, are you really more qualified for the job than an immigrant that can pass the test, spell correctly, and learn more than one language? Think not! Even the research campus is having trouble filling jobs due to lack of education (refer to yesterdays article in the post). Get a proper education and you won't have to worry about it!

I think we all know the point Mr. Wetzler is trying to make, and the people on here twisting things around saying he is racist, or overcharging are just ignoring the facts. First off I have read the article twice and I don't see anything racist about it, the bottom line is that government officials have been slow to act on this huge issue and it is destroying America as we knew it. Nowhere in the article does Wetzler blame the Mexicans; they are simply taking advantage of the system that is in place and who can blame them...I feel they are laughing at America everytime they go to a Western Union to wire their money back to their homeland. Last year when Arizona enacted a law (similar to the one mentioned in the article) regarding large fines for employers who hire ILLEGALS, there was a mass exodus back to their own country...so it will work. The bottom line is that we Americans are losing jobs because of this and it is starting to hit white collar jobs as well, where requirements of being bilinqual are essential to some jobs, which is a joke because anyone coming to this country to stay should know English.

No. Doing "illegal" things DOES make one bad - at least some degree. If the illegal aliens can break our laws on immigration, why should they respect any of our laws? They very often do not. If illegal aliens can break our laws and go unpunished, I should be able to rob a bank (break our laws) and go unpunished - or steal from you and go unpunished. Is that ok with you? Didn't think so. Neither should illegal aliens go unpunished for breaking laws.

Everyone should have to show there W/C Insurance papers etc. Im all for anyone coming here and and becoming a legal citizen its a great country to be part of. I know and have used LEGAL Mexicans when needed. I have nothing against them as long as they are legal, they work there tails off. So you all can take racist crap off the table its not happening here at ODC

I hope people relize that in order to send them all back 37 million according to census records, do you have any clue what that would cost america and yes americans. With the way the economy is now, and we forked over all the money to ship them all back we would really be a country in financial trouble worse then we are today, and then mexico would probably be a really rich state, so see they would benefit anyway. These people are good people, we act like just because they are here illegal they are bad, they are just trying to give a good life to there children, we are the land of opportunity and freedom and we should be embracing that,instead of filling our hearts with racism and hate.

I have lived on this earth for 38 years,and I have never heard about illegals until the more recent years, because it didn't matter to people before now all of sudden it is the focus of everyone. It is almost like we are saying the because times are tuff our there right now, it is because the illegals are here. When I first moved to rowan county it was such a nice place that was what attracted us to bring our family here, however I now it is full of such racist people, I am glad my children can read stuff like what everyone is writing and say mom people are mean and hateful. When are ancestors came over it wasn't hard for them to become legal, we make it impossible for illegals to become legal now, maybe you should sponser some and then you too can get in the bid market. I would say about 85% of the illegals would love to be legal, paying taxes, able to drive legally, just trying to provide better lives for there families and honestly what is wrong with that? I know another drywall company in mooresville and they don't have any illegals working there but they somehow are managing to get jobs and stay in business. sometimes the object to bid the best maybe not always the highest.

This has nothing to do with race it has to do with the law. sounds like your the only one bring up race. If they can get away brakeing the law why can't all us legal citizens. Ron, You don't know me, but after I read your article in the paper on Sunday, I just had to let you know how much I appreciate what you are doing. You hit the nail right on the head. I have worked around the construction industry for years, and you are the first person that has spoken up about the heart of the problem. Until we start going after the contractors who are hiring these illegals, nothing is going to change. These contractors are getting rich off of it, and I am fed up with it. I have to pay my taxes, but these illegals are getting paid cash money under the table, while Americans are losing out. If these contractors that are hiring these guys were prosecuted, and hit them where it hurts, in the wallet, then they would think twice about it. But as it stands now, greed is the driving force behind it. Not only does it take money directly from Americans pockets, it also indirectly effects us as well. If you have been to the emergency room lately, you would think you were in Mexico, because that is all that is in there, illegals. I can hardly afford health insurance for my family as it is, while they are milking our system for all it is worth, which makes my insurance go up. Not only does it effect insurance, but schools as well. We are constantly being asked for bond issues to build new schools because ours are overcrowded. A lot of that is because the schools are being filled with illegal immigrants children, who are not paying taxes like the rest of us. There is a groundswell of people in this county who are fed up with the illegal immigrant problem. You know. I am sure that you are out there amongst the people and you hear what people say. If it sounds like I am ranting, I apologize, but I just wanted to let you know that I share your sentiments. Thank you for speaking up.

I completely agree with "V". Some of these comments I can't even comprehend because of bad grammar! You want to complain about "illegals" but yet you can't even write in English properly! RJ's comments seem to lack all kinds of punctuation! These people wouldn't be able to pass 5th grade English, let alone the citizenship exam. No wonder you people are so worried about "illegal’s" taking petty jobs. God forbid you people get a proper education. Oh and Crystal honey, maybe you should pick up a map. Not all "illegals" are Mexicans. There is such a thing as central and South America. Also, you say you don't want to go "down there" (Mexico I'm assuming). Well then sweetheart, how about not ever thinking about vacationing in Mexico. I don't bother to comment on this subject considering the lack of education and tolerance people have. Just give it some time. This problem will eventually come back and haunt the businesses that hire these illegals. Just look back at recent history: the Captain's Galley in China Grove employed a large number of illegals in the kitchen. Their filth eventually surfaced to the point where customers were made sick (one died). Captain's Galley in China Grove was shut down. Business owners should be targeted. Hospitals should have to report "all" illegals during triage. This would cut down on some of the free medical. Immigrant enforcement is going to have to start at the local level. Politicians need replacing. We already have laws, we just need enforcement.

I read this article because I own a rental property in Raleigh. I actually live in San Diego. My advice is to do your best to stop your illegal workers problem as soon as you can. In California, we pay somewhere between $3-10 billion a year of our hard earned tax money on illegal workers who contribute nothing to that tax base. Our hospitals are closing because they can no longer stay in business due to the cost of providing free health care to illegals. Emergency rooms are filled with illegals that can't afford insurance so they come to emergency rooms to get their coughs and colds treated (no one can be turned away from an emergency room here). If you have a real emergency, good luck. Illegals seldom, if ever have auto insurance or drivers licenses. They get in an accident and guess who pays? In California the illegals are a huge burden to our economy, yet they feel somehow entitled to have even more.

I have a small erosion control company in Cabarrus County - we are suffering so much, my guys are all from this area, graduates from HS, and community college students and we can not find work for the very reason of this article. I lost a huge job @ to a company that hires mostly illegals. I buy local straw from the farmers, and we try and support our locals in all areas. This is going to be our dimise. We can't even get work in our own back yard, the illegals are there now. Someone should be doing a better job of watching our backs....middle class workers will soon be the new poor population.

Our North Carolina legislature passed a law which in plain langauge, pays everything for the children born to illegal immigrants, because the children are considered American "orphans", with their medical needs, welfare, etc. needing to be met by our tax dollars.It basically pays the illegal parents for raising their own children because these children are American citizens and they are in this country with no one legal to care for them. The people know as soon as they have an American born child they will never be deported because as you can imagine the stink if parents of an American citizen child were deported leaving it here to be placed in foster care would be so enormous..Not only do they get a free stay in America deal, but, the medical expenses and welfare benefits come to them. These are benefits low income Americans can not even get to subsidize them as they work and do everything to raise their families. The law was written so stupidly that instead of it being used for the purpose it was written, which is that grandparents or relatives who have the care of special needs American children can adopt them, or someone else can adopt them, while still allowing them to keep their state medical and financial assistance. If they would lose it, no one would adopt them unless they were exremely wealthy because without these benefits they could not afford their care. Most NC citizens are not even aware of this big mistake our legislature made and our taxes are paying for in larger amounts every year. Not only are Americans needing jobs illegals are doing,but their taxes are paying for these illegals to raise their own children. Illegals are not going to be property owners, and therefore do not pay the taxes that pay for our over crowded schools. Their American born children must be educated. Years ago all of these Mexican men in our neighborhood came in groups, lived and worked together, and sent the majority of their money to Mexico. Later they sent for their wives and children as they saved their money. Now all you have to do is have an American born child as soon as possible, and as the parents of that child, an American citizen , you are never going to be deported and we tax payers will help you pay for all your needs.We will build the schools, we will pay a lot of uninsured motorist insurance payments because we know the illegal unlicensed driver that runs into our vehicle will not have any insurance to cover the accident, we will pay outrageous hospital bills when we need to go to the hospital because we have to make up for all the unpaid maternity bills each hospital is stuck with, etc. , and if we protest we are labeled racist.This law which was meant to do good, and never be ussed to pay illegals to be the gaurdians of their own America citizen children, has made NC the place to go if you want an easy life and never be in danger of deportation.

$20 a board?? The last I have seen, they only cost around $8 a board. Then a roll of tap, some drywall mud, and some sand paper, you may have a total of about $9.50 a board. If you weren't lazy, you can hustle 25 boards in an hour. That's a profit of 37.5 an hour. That equals $300 a day, $1500 a week. Doesn't look like dropping your prices would hurt too much. You should try it!! Many of us have and we're still living and not complaining. You take what you can get now days!

The solution is simple, the political will do exercise the simple solution is another matter. Solution, jail and or big fines for the senior management of any company that hires undocumented workers. No, not the shareholders of the company but the actual senior management, no hiding behind papers. Same to apply to individuals hiring undocumented workers for domestic and such work. Going after the illegals is a waste of time and effort, going after those who hire them is the only way. If there are no jobs they will quietly go home on their own. How to pay for this, frankly from the fines, the people you are going after here are the same people with lots of money, take it from them. When it costs more to hire an illegal then it does a local person, business will hire the local. Fix the demand side of the problem and the supply side will take care of itself.

Quite frankly, if I were building a home or business and you showed up to quote me a price with the way you look, you would be the last on my list of contractors even if you were the lowest bidder! It doesn't look like your profits have fallen too bad! The comment often heard that the MMMMMMexicans only are taking jobs that Americans do not want may be true in some things, but more and more, illegals working for one or two legals, or legals from Mexico, are all running local tree cutters, painters, construction people, lawn services, brick masons , etc out of business. Have you ever noticed that these immigrants want to work in American stores, but if one of them opens a local restuarant or grocery, or business with a crew of workers, only Mexicans will be hired. The world has drastically changed in the last few years. The economy has made it harder and harder to run a business or get a job. It is getting worse. People with a college degree are not gauranteed anything, and those without one are almost doomed to poverty in the future. Ownin g your own small business was one way to hope for a better future, now , as more Americcans will become more desperate for jobs, immigrants will be very unwelcome competition if they are playing on an uneven field. I am all for immigration officers checking for the green card, and if it is not there, do not just deport them, close down the business. I did not used to feel this way but now I see Americans at a disadvantage in their own country.

Let me be blunt: I don't believe the professor. Let him justify his assertion. What biases does he bring to his study? Does he think no one will step up to take the jobs the illegal aliens are doing? The illegal aliens should be captured and sentenced to fence building on our southern border for several years before being deported.
