Planning Board OKs construction of second phase of Westridge Place

The Salisbury Planning Board gave its OK Tuesday to construction of a second phase of Westridge Place apartments behind the Salisbury Mall.

The complex would include 48 units, including 36 two-bedroom and 12 three-bedroom apartments.

The campus-styled development, located near the skating rink, would include six two-story residential buildings.

Designs also call for a central courtyard, 109 parking spaces, three walking trails, a playground, covered picnic area, gazebo, resident computer center, outdoor sitting areas and a covered patio.

Access to the apartments will be from Calvin Avenue and at the rear of the mall property.

Wynnefield Properties of Jamestown is the owner and developer.

"We've been very proud of the first phase," said Craig Stone, president of Wynnefield Properties.

For the project, the Planning Board voted in favor of a rezoning from Highway Business to Residential Mixed-Use with the addition of a Conditional District overlay.

The rezoning also will have to be approved by Salisbury City Council.

The undeveloped site covers roughly 10 acres.

Preston Mitchell, a senior planner for the city, said the property has some severe topography, which required the developer to submit a grading plan.

"They're doing the best to follow the lay of the land," Mitchell said.
