SPENCER — Despite some rough economic times, the town of Spencer was declared in fine financial shape Tuesday night.
"You had a pretty good year last year," Eddie Carrick of Allred and Carrick CPAs told members of the Spencer Board of Aldermen while presenting the town's annual audit.
His remarks came during the board's monthly meeting.
Carrick said the highlight of the report was an increase of $319,000 in net assets, due primarily to increased operating income in the general fund.
Carrick said that at the end of the past fiscal year, Spencer's governmental fund reported ending balances of $1.9 million, an increase of $715,945 from the previous year.
Approximately 54 percent of that money, Carrick said, is unreserved fund balance and available for spending at the government's discretion.
Carrick told aldermen that administrative expenses dropped 3 percent in the past year.
"You should be commended," he said. "You put more money into services for the town."
Carrick said he's given audit reports to six other municipalities in recent weeks and said he's told aldermen in each pretty much the same thing: Hold tight until the recession eases.
"Just remain conservative," Carrick told the Spencer board. "Y'all have always done a good job of that in the past. Y'all can weather the storm and provide services that residents of your town demand."
In other matters handled at Tuesday's meeting, board members:
- Set the date for their annual retreat for the weekend of Jan. 30-31. A meeting with department heads will be held from 6 p.m. to 9 p.m. on Jan. 30, and the board's regular retreat will be held from 8:30 a.m. to 5 p.m. on Jan. 31, a Saturday.
The site of the retreat hasn't been decided. Aldermen said they'd like to see a number of town residents turn out for the event.
- Appointed Marty Lineberger to the Historic Preservation Commission, reappointed Jim Gobble to the Planning Board and reappointed Sharon Hovis to the Zoning Board of Adjustment.
Aldermen encouraged any town resident interested in serving on a town board or commission to call Town Hall and make their wishes known.
- Approved a resolution declaring February Black History Month.
- Approved a resolution recognizing Martin Luther King Day on Jan. 19.
- Approved the donation of surplus body armor vests from the police department to the N.C. National Guard for use in Guard members' deployment to Iraq.
- Approved a resolution expressing opposition to the 21st Century Transportation Committee transferring responsibility for maintenance of 5,000 miles of secondary roads to municipalities. The request to pass the resolution came from the Cabarrus-Rowan Transportation Advisory Committee.

Over the last 18 months Spencer PD has aquired several former Statesville Employees. Why are these Officers leaving higher paying jobs to hang out in Spencer ? Because they can't go anywhere else to work ! They were forced to resign, were fired, or knew the end was coming and ran while they still could. If they were quality people they would be employed with Salisbury PD. The drive is shorter and the pay is 15 to 18 percent higher. Theres no disputing this !

Its great to hear Spencer is in good financial shape. Too bad their police officers are not. They are the lowest paid in the county and are paid less than other towns their size in this state. Just about all the full-time officers in Spencer work 2,3,or more extra jobs JUST TO GET THE BILLS PAID!!! Police should not have to settle for such low pay when they risk their lives every shift. They would also love to have that extra time to spend with family. If you support your Spencer Police Dept., please speak to the board of aldermen, mayor, and town manager about getting them the raises they deserve!

You are correct, the officers can leave and go elsewhere, and most of them have. There is sure to be many more to follow if the pay isnt increased. I believe the point being made however is this: You get what you pay for. Spencer Police Department was at one time filled with experienced, veteran officers. Officers who were familiar with the Town, citizens and business owners. Every time one of them leaves you lose years of specialized experience in the town of Spencer. These officers will most likely be replaced by either fresh recruits out of the academy with no experience or officers who cannot find employment anywhere else due to some type of deficiency in their past (otherwise they would go to a department above the "Poverty Line.") So the citizens of Spencer would be smart to take this turnover into account. When crime begins to rise and a crime is committed against you, are you really going to care how the balance sheets look?

Larry Smith stands up for his employees. Last year when the board discussed budget, there was a contingent that wanted to get the town out of the garbage pickup business. Larry advocated for town employees, and the board raised garbage pickup fees in order to keep those jobs and still balance the budget. Each household now pays $15 per month for garbage pickup, when private contractors would only charge $12. So don't you think Mr. Smitth watches employees back sides good enough?

I think the leadship of Spencer has done an outstanding job! Hiring Larry Smith at the Town Managers job was an great move. I have known him since he was the zoning admin and he has always done an outstanding job, far beyond the call of duty. I hate that you don't make more money than you currently do but I would hope you are happy to have employment. If you are not happy then you always have a choice to seek employment elsewhere.

Under the "new" leadership, it is more important to look good on paper and IN the paper than to compensate the employees who are in the trenches and inclimate weather everyday. You don't see an overpaid manager and staff having to take second jobs just to survive today's economy. What's good on paper doesn't always reflect what's on the plate.

Spencer always has a large fund balance from year to year and its no secret why. The Town has the lowest paid Public Works & Police Department in Rowan County. Over the past 2 years I can't even begin to count the number of good employees who have quit and moved on. They simply couldn't live on the "poverty pay".
