The Rowan County Planning Board is asking for a moratorium on all new major subdivisions to allow time for changes in the approval process.
The action came after more than 50 residents of the Crane Creek area pleaded with the board for action on a proposed subdivision off Long Ferry Road.
Planners and speakers believe that the subdivision is being planned for mobile homes.
County planners have seen some sketches for the subdivision on a 49-acre tract near High Rock Lake, but no formal plans have been submitted.
Ron Bankett and Paul Fisher were among the speakers who raised concerns about the type of housing as well as environmental issues surrounding the property.
Planners and speakers pointed to poor soils and wetlands in the tract.
Planners said that under current regulations, the property qualifies for mobile homes. They also pointed out that the actual subdivision ordinances don’t deal with the type of housing or construction.
Board members discussed several options, including a moratorium by the Rowan County Board of Commissioners.
On a 7-3 vote, the board approved a motion by Art Steinberg to recommend a moratorium on major subdivisions and further review of the process by which subdivisions are approved.
Commissioner Arnold Chamberlain, one of three commissioners attending the meeting, said commissioners suggested that the Planning Board make such a recommendation.
Commissioners will likely consider the moratorium at their Feb. 4 meeting.
Board members Joe Teeter, Greg Childs and Terry Hill voted against the recommendation, citing opposition to moratoriums and support for development.
At the outset of the meeting Monday night, the board narrowly re-elected John Linker as chairman.
Linker, a former mayor of Granite Quarry, won on a 5-4 vote, defeating Teeter.
Linker opted not to vote in the election.
The board’s effort to elect a vice chairman will continue next month.
The two nominees, Andy Hinson and Greg Childs, each received five votes.
The board decided to postpone the vote until February when the 11th member of the board is expected to be present to cast the deciding vote.
The board held a reception for outgoing board members Renee Washington and Bill Yow, who had served as vice chairman.
