The Rowan County Planning Board will tackle billboards, racetracks and offensive noise at its session Monday night.
A moratorium on go-cart tracks was put in effect after residents of the Roseman Road area complained that a developer was planning to put a track near their homes. The moratorium expires April 15.
County planners will offer a broader proposal that will require a conditional-use permit for any type of racetrack in any zoning district. They say they are not targeting any specific track.
But county officials acknowledge seeing preliminary plans for a NASCAR-style practice track on property in southern Rowan. Platinum Construction Co. of Winston-Salem bought the property — nearly 400 acres — most of the quadrant bounded by I-85, U.S. 29, Webb Road and Peeler Road.
Planners say, however, that no final plans have been submitted. There has been no contact from Platinum since the company submitted the preliminary plans several months ago, they said.
In other matters, the board will:
- Continue discussion of a request by David and Mary Moose to rezone land adjacent to I-85 near Daugherty Road to allow construction of a billboard. The board delayed action at its February meeting to allow time to research several issues related to state and federal positions related to billboards.
- Review proposed text amendments to deal with commercial or industrial noises.
- Discuss farmland and open space preservation.
- Discuss the ongoing I-85 corridor planning, which is now focusing on the area between Salisbury and China Grove. Planners are working to identify areas that can be rezoned and protected for future economic development.
