Social Services reappointment held up

The reappointment of a Social Services Board member has been blocked, sending the decision to Superior Court Judge Larry Ford.

Marjorie Kinard, who is completing her first three-year term on the board, has been nominated for a second term.

Zell Setzer, one of two county commission appointees on the board, continued his efforts to unseat Kinard at Tuesday’s meeting.

Setzer, who has served one year on the board, nominated former Highway Patrolman Mitch Sewell at the May meeting.

Kinard holds the appointment made by the Social Services Board. Two other appointments are made by commissioners and one by the state commission.

Under the Social Service Board rules, the appointment by the board must be unanimous with the support of the other four board members.

In May the board split 2-2, with Setzer and Chairman Frank Tadlock voting for Sewell. Board members Lee Piper and Edwin Koontz backed Kinard.

The board then opted to wait until June and make another attempt at reaching agreement.

Tuesday evening, Setzer announced that Sewell had withdrawn his name, saying he would not have time to serve on the board.

Setzer then nominated Betty Clark, a retired South Rowan teacher. He apologized to Tadlock for not telling him in advance of the nomination.

Clark of Salisbury was Teacher of the Year in 1990 and is a member of First Calvary Baptist Church. She is a former president of Women’s Aglow Fellowship and a speaker in churches and at religious meetings.

Piper asked about taking a vote. Tadlock responded that there was no sense in taking a vote, since Setzer had nominated Clark.

Tadlock asked Social Services Director Sandra Wilkes to send a letter to Judge Ford asking him to make the appointment.

He asked that biographical information on both Kinard and Clark be sent with the letter.

Kinard thanked board members for the opportunity to have served for the past three years.

Earlier in the week Kinard said she feels she has done a good job and would like to continue.

“It takes a long time to get to know the people and the players. I’ve gotten my feet wet and I’m ready to swim,” she said.

Judge Ford said today he will check with state authorities on the procedure related to the appointment.

At Tuesday’s meeting Setzer pushed Tadlock on the issue of evaluating Wilkes.

Setzer asked what had happened about plans for the board to evaluate Wilkes, pointing out that he had brought it to the board’s attention in April, and nothing has apparently happened.

Setzer said the annual evaluation is one of the board’s responsibilities and the board should fulfill it in the future.

Tadlock said he would check with County Director of Administration Ken Deal about the evaluation process.
